Creates the Alabama Statewide Reentry Task Force to cut recidivism by 2030 through interagency coordination, evidence-based reentry, and policy advice with annual reports.
SJR 80 (Senate Joint Resolution) establishes the Alabama Statewide Reentry Task Force to continue and expand the work of the Reentry Alabama study commission and align with Alabama’s Reentry 2030 Initiative. The task force’s stated goal is to help reduce recidivism (including a stated statewide objective of cutting recidivism in half by 2030) by improving interagency coordination, promoting evidence‑based reentry practices, and advising policymakers on reentry and reintegration issues.
The task force is composed of 19 members, including legislative appointees and senior officials (or designees) from state agencies:
- 4 legislative members (two House, two Senate; appointments by majority and minority leaders)
- Director of Pardons and Paroles (serves as chair)
- Commissioners/heads (or designees) from: Department of Corrections; Department of Mental Health; Department of Human Resources; Alabama Medicaid Agency; Alabama Community College System Chancellor; President of Ingram State Community College; Alabama State Law Enforcement Agency; Department of Workforce; Alabama Department of Veterans Affairs; Office of Prosecution Services Executive Director; Chief Justice (or designee)
- One member each appointed by the chair to represent: city/county government, nonprofit reentry service providers, and an individual with lived experience in the criminal justice system
Appointing authorities must coordinate to ensure membership reflects racial, gender, geographic, urban/rural, and economic diversity.
This resolution creates a temporary, cross‑sector task force intended to coordinate reentry policy and programs and to recommend statutory or policy changes by early 2030 to advance statewide reentry outcomes.
