Purpose / Intent

Authorize the County of San Bernardino to dispose of up to 4.2 acres of land at Glen Helen Regional Park (including land acquired or improved with state grant funds) provided the county acquires replacement park property of equal or greater recreational value. The Legislature states its intent that the exchange/instrument serve to increase recreational opportunities in the county.

  • Environmental, title and feasibility documentation (deadlines):
    • Independent appraisal of Glen Helen parcel submitted by July 1, 2026.
    • Plan identifying proposed replacement property by January 1, 2027.
    • Appraisal of proposed replacement property by July 1, 2027.
    • By January 1, 2028: preliminary title reports for both properties; environmental site assessment and county attestation regarding hazardous substances; feasibility study for recreation use; lists of permitted title exceptions and existing liens/mortgages and agreements addressing them.
    • By July 1, 2028: final title reports and a report on remedied and outstanding hazardous conditions before acquisition.
  • Sunset/inoperative clause: If replacement property has not been acquired on or before January 1, 2029, the bill’s authorization becomes inoperative as of that date.
