  • Data collection, notification & technology

    • ISAC will use student data collected under the School Code beginning July 1, 2026 (and annually thereafter) to identify students who meet university standards and to provide that information to IBHE for program administration.
    • ISAC may develop technology and use a statewide student application portal or third‑party vendors to automatically notify qualifying high school seniors and transfer students of direct admission offers.
    • Direct admissions information is defined to include: student name, home address, birth date, telephone, email, cumulative GPA, and high school.
  • Privacy, consent & redisclosure

    • The Act requires adherence to FERPA and related state privacy laws. Community college districts must obtain written or electronic consent of students (or parent/guardian if under 18) before transmitting certain transfer information.
    • ISAC may redisclose a student’s direct admissions information as needed to IBHE, qualifying universities (including UIUC and UIC when applicable), the student’s community college district, and an operator of a statewide application portal. Redisclosure beyond those entities requires informed consent; ISAC must provide template opt‑in language on its website by June 30, 2025.
  • Reporting & evaluation

    • The statute directs IBHE (with partners) to evaluate impacts—particularly for low‑income, first‑generation, students of color, and rural students—and to report on the program (the enrolled bill includes a required report to the Governor and General Assembly; earlier drafts specified a first report by August 1, 2029 and annually thereafter).
