Para solicitar a la Universidad de Puerto Rico, a través de su Junta de Gobierno, su Presidencia y los Departamentos Atléticos de cada uno de sus once (11) recintos, a que, en el ejercicio pleno de las facultades reglamentarias que le confiere el Artículo 3(e)(17) de la Ley Núm. 1 de 20 de enero de 1966, según enmendada, conocida como “Ley de la Universidad de Puerto Rico”, denomine oficialmente toda Beca Atlética o Beca por Mérito Deportivo otorgada en el Sistema de la Universidad de Puerto Rico con el nombre de “Beca Atlética y por Mérito Deportivo José ‘Piculín’ Ortiz Rijos”, en honor y memoria perpetua a una de las figuras más trascendentales del deporte puertorriqueño; reafirmar el respeto a la autonomía académica y administrativa de la Universidad de Puerto Rico; y para otros fines relacionados.
