Legislative bill overview

Bill RCC 269 directs Puerto Rico's Department of Consumer Affairs (DACO) to equip Weights and Measures Inspectors with official firearms and to establish agreements with the Puerto Rico Police or federal law enforcement agencies to receive firearm donations for official inspector use. The bill authorizes administrative actions necessary to implement this weapons program for consumer protection inspectors.

Why is this important

This proposal fundamentally expands the enforcement capabilities and operational scope of DACO inspectors, traditionally focused on commercial compliance and consumer protection. It represents a significant shift in how Puerto Rico deploys regulatory personnel and could affect inspector safety protocols, training requirements, and community relations in consumer enforcement activities.

Potential points of contention

  • Mission scope creep: Whether weights and measures inspectors—who typically conduct commercial inspections—need armed authority or if this exceeds their core consumer protection mandate
  • Training and liability concerns: Questions about what firearm training, certification, and legal liability protocols would apply to inspectors whose primary role is non-law-enforcement regulatory work
  • Resource allocation: Whether firearms and related infrastructure costs represent efficient use of DACO budget versus alternative consumer protection investments, and whether federal/donated weapons create ongoing operational dependencies
