Legislative bill overview

Bill RCC 19 directs Puerto Rico's Department of Transportation and Public Works and the Highway and Transportation Authority to coordinate with LUMA Energy, the Puerto Rico Electric Power Authority, and other entities to install street lighting along Highway PR-2 across 27 municipalities spanning from San Juan to Peñuelas. The bill also mandates identification and allocation of funding sources to cover the costs of these lighting installation projects.

Why is this important

Highway PR-2 is a major arterial route serving densely populated and economically significant regions of Puerto Rico. Improved lighting on this extensive corridor could enhance nighttime traffic safety, reduce accidents, and increase public confidence in using the highway during evening hours. Additionally, the project could stimulate local economic activity and improve conditions in the 27 affected municipalities.

Potential points of contention

  • Funding uncertainty: The bill orders funding identification but does not specify amounts or existing budgets, creating ambiguity about fiscal viability and potential competition with other infrastructure priorities
  • Implementation complexity: Coordinating across 27 municipalities and multiple government entities (LUMA Energy, AEE, transportation agencies) presents significant logistical and jurisdictional challenges
  • Maintenance responsibility: The bill does not clarify long-term maintenance obligations, operational costs, or accountability for upkeep once lighting is installed
