Legislative bill overview

Bill RCC 22 orders the Puerto Rico Department of Natural Resources and Environment to immediately rescind Administrative Order 2025-01, which established user fees for public lands and waters in La Parguera (Lajas municipality). The bill would restore all investigations and cases to their previous status and reinstate any administrative orders that were repealed by the fee order.

Why is this important

This bill directly affects access to La Parguera's natural resources and any enforcement actions that were suspended or modified under the fee structure. La Parguera is an ecologically sensitive coastal area and tourist destination, so changes to resource management policies have both environmental and economic implications for the municipality and the broader public.

Potential points of contention

  • Revenue impact: Administrative Order 2025-01 likely generated government revenue through user fees; rescinding it removes a funding source for resource management and environmental protection in the area
  • Purpose of the original order: The rationale behind implementing fees (cost recovery, conservation funding, or access regulation) remains unclear from this bill, making it difficult to assess whether rescission solves or creates problems
  • Retroactive case handling: Reinstating investigations and cases to their "previous circumstance" may create legal complications, jurisdictional conflicts, or administrative burdens if they were legitimately closed or modified under the original order
