Legislative bill overview

Bill RCS 40 directs Puerto Rico's Department of Economic Development and Commerce to prioritize the tire recycling industry, identify government-owned land suitable for establishing asphalt plants using recycled tire materials, and identify state and federal funding sources to support these initiatives. The bill aims to create an economic sector around processing used tires into recycled asphalt products.

Why is this important

Puerto Rico generates substantial quantities of used tires annually, creating both environmental and waste management challenges. Developing a local tire recycling industry could address environmental concerns, create jobs, and reduce dependency on imported asphalt while potentially lowering infrastructure costs. The initiative would transform waste into a usable construction material.

Potential points of contention

  • Economic viability concerns: The recommending commission voted against approval, suggesting skepticism about market demand, production costs, or profitability of recycled tire asphalt compared to conventional alternatives
  • Infrastructure investment requirements: Establishing processing plants requires significant capital investment; unclear if identified federal/state funds are sufficient or available
  • Environmental and health considerations: Tire recycling and asphalt production involve chemical processes; proper environmental safeguards and worker protections must be established to prevent pollution or health risks
