Legislative bill overview

Bill RC 558 directs Puerto Rico's House committees on Economic Development and Natural Resources to investigate the feasibility, convenience, and necessity of establishing geothermal energy generation systems in Puerto Rico. The investigation includes analyzing new technologies, evaluating safety characteristics, and assessing existing technologies currently available on the island.

Why is this important

Puerto Rico faces significant energy challenges, including high electricity costs and dependence on fossil fuels. Geothermal energy could provide a stable, renewable baseload power source that reduces energy costs and carbon emissions, while supporting the island's transition to clean energy and energy independence goals.

Potential points of contention

  • Geological feasibility uncertainty – Puerto Rico's geothermal potential is relatively unproven compared to other volcanic regions; the investigation may reveal that viable geothermal resources are limited or economically unviable
  • High upfront capital costs – Geothermal infrastructure requires substantial initial investment; unclear whether Puerto Rico's fiscal situation can support development or whether private investment will materialize
  • Environmental and seismic concerns – Geothermal drilling and operations carry risks including induced seismic activity and groundwater impacts, which could face local opposition from environmental groups and affected communities
