Para ordenar a las comisiones de Desarrollo Económico; y de Turismo de la Cámara de Representantes de Puerto Rico, realizar una investigación exhaustiva sobre la viabilidad económica y técnica de un proyecto en el cual se desarrolle un estadio multiuso de gran escala con capacidad para al menos 40,000 personas, evaluar posibles impactos como: atractividad en turismo, viabilidad para eventos mundiales, posibles fuentes de financiamiento, retos técnico-económicos, identificación de posible ubicación; y para otros fines relacionados.
