Legislative bill overview

Bill RCC 231 mandates Puerto Rico's public broadcasting corporation, working with traffic safety, transportation, and police agencies, to design and execute a public education campaign about two recent traffic law amendments. The campaign must inform drivers and pedestrians about prohibitions on street racing and negligent hit-and-run driving under laws 110-2025 and 154-2024 (named after Natalia Nicole Ayala Rivera).

Why is this important

The bill addresses public safety by ensuring awareness of new traffic penalties, potentially reducing dangerous driving behaviors and hit-and-run incidents that cause injuries and deaths. Public education campaigns are considered foundational to law enforcement effectiveness, as legal changes have minimal impact if the public remains unaware of them.

Potential points of contention

  • Resource allocation: Coordinating five government agencies and funding a sustained campaign requires budget commitment during fiscal constraints; costs and funding sources are not specified in the bill text
  • Campaign effectiveness metrics: The bill doesn't establish how success will be measured, making accountability and budget justification difficult
  • Implementation timeline: No deadline is specified for campaign launch or duration, leaving execution timing ambiguous and potentially delaying public awareness of the new laws
