Summary of RC 608 (Session 2025-2028, Puerto Rico)

Overview

  • Bill type: Resolution (RC) requesting a thorough investigation
  • Identifying details: RC 608
  • Session: 2025-2028
  • Jurisdiction: Puerto Rico
  • Primary sponsor/intent: Directs the Puerto Rico House of Representatives’ Transportation and Infrastructure Committee to conduct a comprehensive investigation into publicly reported allegations dated February 11, 2026, involving actions by the Secretary of the Housing Department, Ciary Pérez Peña, and related matters at a motor vehicle inspection business in Yabucoa named Yabucoa Auto Service. The resolution also seeks to determine whether threats or actions toward a public employee at the Department of Transportation and Public Works (DTOP) were linked to the alleged fraudulent handling of motor vehicle inspection processes, and whether Pérez Peña obtained a reduction of a fine tied to irregularities at Yabucoa Auto Service. Additionally, it calls for examination of possible violations of the Government Ethics Law, the Penal Code, or other Puerto Rico laws, if the allegations are true.

Purpose and intent

  • To prompt an official, detailed inquiry by the Transportation and Infrastructure Committee into:
    • Public allegations (as reported in the press) from February 11, 2026 concerning irregularities at Yabucoa Auto Service, a motor vehicle inspection business.
    • The involvement or actions of Ciary Pérez Peña, Secretary of the Housing Department, in relation to those allegations.
    • Allegations that a DTOP employee faced dismissal threats or retaliation linked to exposing or challenging alleged fraud in the inspection-approval process at Yabucoa Auto Service.
    • Whether Pérez Peña benefited from a reduction of a monetary penalty connected with the business’s irregularities, and the process and rationale for that reduction.
    • Potential violations of Puerto Rico ethics law, criminal code provisions, or other applicable laws if the allegations prove true.

    • Assessment of any financial penalties (fines) related to Yabucoa Auto Service and any reductions granted to Pérez Peña, including criteria and decision-making processes.
    • Consideration of potential ethical and criminal law violations by public officials.
