Para ordenar a la Comisión de Planificación, Permisos, Infraestructura y Urbanismo del Senado de Puerto Rico a realizar una investigación exhaustiva sobre la capacidad actual y proyectada del sistema de abasto de agua en el municipio de Cabo Rojo y municipios limítrofes; evaluar la viabilidad hidrológica, técnica, ambiental y socioeconómica del denominado Proyecto Esencia; cuantificar su demanda hídrica real en galones diarios y anuales; determinar el impacto potencial sobre comunidades que actualmente experimentan baja presión y deficiencias en el servicio; analizar los riesgos de sobreexplotación e intrusión salina en los acuíferos costeros del suroeste; y para otros fines relacionados.
