Legislative bill overview

Bill RC 176 directs Puerto Rico's House Committee on Federal Affairs and Veterans to conduct a comprehensive investigation into the implementation of the federal Affordable Connectivity Program (ACP) in Puerto Rico. The investigation will examine compliance with federal requirements, program impact statistics, fund usage, and whether internet service providers adequately promoted the program to eligible residents.

Why is this important

The ACP provides subsidies for broadband internet access to low-income households, making digital access a critical equity issue. Puerto Rico's investigation aims to identify implementation gaps, financial accountability, and outreach failures that may have prevented eligible residents from accessing these federal benefits, which directly affects economic opportunity and digital inclusion.

Potential points of contention

  • Provider accountability: Whether ISPs should face penalties or requirements for insufficient promotional efforts, or if government bears sole responsibility for outreach
  • Resource allocation disputes: Disagreement over whether unused or misallocated ACP funds should be reclaimed, reallocated, or returned to federal government
  • Scope of investigation: Determining whether the probe will extend to individual case reviews or remain aggregate-level analysis, potentially affecting investigation cost and duration
