Summary of RCC 98

Title (English translation): To order the Public Buildings Authority to transfer to the nonprofit Juventud con una Misión, Puerto Rico (JUCUM Urbano Puerto Rico), for the nominal price of one dollar ($1.00) or by the legal transaction recommended by the Committee on Evaluation and Disposition of Real Property (created by Law 26‑2017, as amended), the land and structure that comprise the former Martín González Intermediate School (Urbanización Metrópolis, Municipality of Carolina), property ID 2742 (Public Buildings Authority) / identifier 65357 (Department of Education), to be used for training, mobilization and activities directed primarily to children, adolescents, youth and families (social work, volunteerism, sports, arts, educational, mercy and faith activities).

Status: Classified as a resolution. Introduced April 2, 2025. Passed the House (Cámara) June 25, 2025 (with amended report) and transmitted to the Senate. Appeared on Senate first reading June 29, 2025. Committee reports with amendments issued November 14, 2025; currently referred to the Senate Committee on Rules and Calendar.

Main purpose and intent

  • Transfer ownership/control of the former Martín González Intermediate School property in Carolina to the nonprofit JUCUM Urbano Puerto Rico.
  • Enable the property’s use as a community training, youth mobilization and programming center emphasizing social service, volunteerism, sports, arts, education, mercy and faith-based activities.

Key provisions

  • Directs the Autoridad de Edificios Públicos (Public Buildings Authority) to transfer the land and building comprising the former school.
  • Transfer may occur for a nominal sale price of $1.00 or by an alternative legal transaction recommended by the Committee of Evaluation and Disposition of Real Property (established under Law 26‑2017).
  • Identifies the property explicitly by location (Urbanización Metrópolis, Carolina) and by official property identifiers: ID 2742 (PBA) and No. 65357 (Department of Education).

Who is affected

  • Juventud con una Misión, Puerto Rico (JUCUM Urbano Puerto Rico): potential recipient and operator of the site.
  • Autoridad de Edificios Públicos and Department of Education: agencies required to implement the transfer and update records.
  • Local community (children, adolescents, youth, families) who may benefit from programs hosted at the site.
  • Government fiscal picture: nominal sale reduces direct proceeds; long‑term maintenance and programmatic responsibilities shift to the nonprofit (details not specified in text).

Procedural/administrative notes and considerations

  • The bill is a resolution; consult the final legislative text to confirm whether it creates legally binding obligations and any required conditions (e.g., use restrictions, reversion clauses, maintenance, reporting, or oversight).
  • The transfer mechanism allows either a $1 sale or another instrument as advised by the Committee created under Law 26‑2017; any alternative sale/transfer will follow that Committee’s recommendations and applicable legal requirements.
  • As of November 14, 2025, the measure awaits further Senate floor action pending consideration by the Rules and Calendar Committee.
