It directs the Authority of Financial Advisory and Fiscal Agency of Puerto Rico (Autoridad de Asesoría Financiera y Agencia Fiscal de Puerto Rico) — through its executive director — to undertake measures, including legal remedies, to defend the Net Metering Program in Puerto Rico in accordance with Law 10-2024. The bill also requires a formal report within 30 days to the Secretaría de los Cuerpos Legislativos detailing actions taken to comply, and it covers other related purposes.

  • Authorization to pursue all necessary legal remedies to enforce and defend the mandate of Law 10-2024.

  • Senate first reading: March 19, 2025.
  • Referenced to commissions: March 19, 2025.

Potential Impact

  • Creates a formal mandate for the AFAPR to actively defend the Net Metering Program and to pursue available legal remedies to support Law 10-2024.
  • Establishes an accountability mechanism via a 30-day reporting requirement to the Legislative Senate, increasing transparency about actions taken.
  • Signals legislative emphasis on preserving the Net Metering Program and its statutory framework, potentially influencing program administration and related legal strategies.
