Legislative bill overview

Bill RCS 50 mandates the Puerto Rico Water and Sewage Authority (AAA) to immediately address water and sewage infrastructure failures in the Corea sector of Quebrada Ceiba neighborhood in Peñuelas municipality. The bill requires the authority to implement all necessary measures to restore functioning aqueduct and sewage systems and incorporate these improvements into the AAA's Capital Improvements Plan.

Why is this important

Access to functional water and sewage infrastructure is fundamental to public health, sanitation, and quality of life. Communities without reliable water systems face serious health risks, economic hardship, and reduced property values. This bill attempts to prioritize a specific underserved community and create accountability through mandatory inclusion in capital planning.

Potential points of contention

  • Mandating vs. budgetary reality: The bill orders immediate action without addressing whether the AAA has sufficient funding or resources, potentially creating an unfunded mandate during Puerto Rico's ongoing fiscal crisis
  • Equity concerns: Singling out one specific neighborhood may raise questions about why other underserved communities lack similar legislative attention, or alternatively, may set a precedent for neighborhood-specific bills
  • Implementation vagueness: The bill requires "all necessary gestiones" without defining timelines, technical specifications, or measurable outcomes, making enforcement difficult
