Para establecer la “Ley de Asistencia, Protección y Albergue a Víctimas y Testigos”, con el propósito de proveer protección y asistencia a víctimas y testigos de delitos, así como a su núcleo familiar, cuando sea necesario para asegurar su participación en los procedimientos investigativos y judiciales que se lleven a cabo para enjuiciar un delito; para autorizar al Secretario de Justicia de Puerto Rico a tomar las medidas y acciones necesarias para proveer la protección y asistencia a las víctimas y familiares; establecer el “Programa del Albergue de Asistencia y Protección a Víctimas y Testigos” como dos (2) unidades separadas, una que será el “Hogar para Víctimas de Delito”; adscrito a la Oficina de Compensación y Servicios a las Víctimas y Testigos de Delito, y otra que será el "Centro de Protección a Testigos Cooperadores"; adscrito a la Oficina del Jefe de Fiscales; para autorizar al Secretario de Justicia de Puerto Rico a coordinar esfuerzos y recabar los fondos federales destinados a los propósitos consignados en la ley con el Departamento de Justicia de los Estados Unidos y con las agencias federales pertinentes; para derogar la Ley Núm. 77 de 9 de julio de 1986, según enmendada, conocida como “Ley para la Prevención de Víctimas y Testigos”; ordenar al Secretario de Justicia que apruebe reglamentación para implementar la ley; y para otros fines relacionados.
