PC 567 — Summary of Bill to Amend the Puerto Rico Education Reform Law (Ley Núm. 85-2018)

Overview

PC 567 proposes amendments to the Puerto Rico Education Reform Law (Ley Núm. 85-2018) to strengthen the inclusion of violence prevention content in school curricula. Specifically, it would ensure that violence between same-sex intimate partners and gender-based violence are covered in programs aimed at preventing domestic violence. It would also establish a graduation requirement for fourth-year students in the public education system to complete a course on domestic violence prevention that includes content on same-sex partner violence and gender violence. Additionally, the bill would require annual reporting by the Secretary of Education (Educacion) in collaboration with the Commissioner of the Puerto Rico Police Bureau (Comisionado del Negociado de la Policía de Puerto Rico) on the measures implemented under this law.

Main Provisions

  • Amendments to Law 85-2018: Modify subincisos (35) and (63) of subsection (b) of Article 2.04 to guarantee inclusion of same-sex intimate partner violence and gender violence in domestic violence prevention curricula.
  • Graduation Requirement: Make the completion and successful passing of a domestic violence prevention course a requirement for graduation for students in the fourth year of Puerto Rico’s Public Education System. The course must cover same-sex partner violence and gender violence.
  • Annual Reporting: Direct the Secretary of Education, in coordination with the Police Bureau Commissioner, to issue an annual report detailing the measures, curricula content, implementation status, and related outcomes of the law.

Affected Parties and Impacts

  • Students: Fourth-year students in Puerto Rico’s Public Education System would be required to complete the course as a graduation condition.
  • Schools and School Districts: Responsible for implementing the updated curriculum, arranging training, and ensuring students meet the graduation requirement.
  • Department of Education: Oversees curriculum changes, compliance, and reporting.
  • Puerto Rico Police Bureau: Partner in the annual reporting process to track enforcement-related outcomes and safety considerations.
  • General Public: Enhanced awareness and education on domestic violence prevention, including LGBTQ+ dynamics and gender-based violence.

  • Introduced: April 30, 2025.
  • Legislative Actions:
    • 2025-04-30: Radicado (filed)
