Bill Summary · PS 811

Legislative bill overview

Bill PS 811 amends Puerto Rico's Law 149-2019 (Plan ROSA Law) to establish specific timelines and preliminary alerts for plan activation, integrate technology systems through coordination with the innovation office (PRITS), restructure the coordinating committee's composition and functions, and create a central case registry. The bill also mandates a permanent educational campaign, annual inter-agency training programs, and other related provisions.

Why is this important

Plan ROSA appears to be a critical emergency or disaster response framework in Puerto Rico. These amendments modernize its operational structure by incorporating technology infrastructure, clarifying activation procedures, and establishing accountability mechanisms through case tracking and inter-agency coordination. This affects how quickly and effectively Puerto Rico can respond to emergencies affecting its population.

Potential points of contention

  • Committee restructuring authority: Changes to the coordinating committee's composition may shift power between agencies; unclear which agencies gain/lose representation or decision-making authority
  • Technology integration costs and feasibility: Requiring PRITS coordination adds implementation complexity; no specified funding mechanism or timeline for technological systems integration
  • Case registry privacy concerns: A centralized case registry raises data protection and personal information security questions, particularly regarding vulnerable populations affected by Plan ROSA activation
  • Mandatory education campaign scope: "Permanent" educational campaigns require sustained funding; unclear who bears costs and how effectiveness will be measured
