Para enmendar los Artículos 1,2, 7 y 8 de la Ley Núm. 36 de 30 de mayo de 1984, según enmendada, para disponer que la Oficina Estatal de Control Animal, adscrita al Departamento de Salud, ejecutará un Programa de Protección de Animales que provea para el recogido, vacunación, esterilización, curación, adopción o liberación de animales realengos; disponer sobre los casos excepcionales en que la eutanasia es opción; y para otros fines relacionados.
