Para enmendar los artículos 1.039 y 1.041 de la Ley 107-2020, conocida como “Código Municipal de Puerto Rico”, a los fines de ampliar las facultades y deberes generales de las legislaturas municipales, en cuanto a la realización de auditorías e investigaciones, incluyendo audiencias públicas, reuniones ejecutivas e inspecciones oculares, la administración de juramentos, toma de deposiciones, requerimientos de documentos, datos u otras informaciones y la emisión de citaciones bajo apercibimiento de desacato, entre otros poderes; y disponer que todo proyecto de ordenanza y de resolución a ser presentado en cualquier Legislatura Municipal, sea debidamente numerado de forma correlativa y cronológica, para poder ser considerado por dicho Cuerpo; enmendar el Artículo 3 de la Ley Núm. 147 del 18 de junio de 1980, según enmendada, conocida como “Ley Orgánica de la Oficina de Gerencia y Presupuesto”, con el propósito de otorgarle a la Oficina de Gerencia Municipal, la responsabilidad de establecer un sistema central de base de datos electrónico, a través del cual se hará de dominio público, las ordenanzas y resoluciones aprobadas por las legislaturas municipales, la información financiera, los planes de clasificación de puestos y retribución y los presupuestos municipales, entre otros documentos relevantes, que permitan a la ciudadanía conocer la gestión administrativa, financiera y operacional de todos los ayuntamientos de la Isla; y para otros fines relacionados.
