Legislative bill overview

Bill PC 937 amends Puerto Rico's Law 168 (1949) to require the installation of universal changing tables or adult-accessible changing tables in assisted/family bathrooms. The bill specifies which types of facilities must install these accommodations and applies these requirements going forward to new constructions and renovations.

Why is this important

This legislation addresses accessibility for adults with disabilities, elderly individuals, and caregivers who need changing facilities beyond standard restrooms. Currently, most public and private facilities lack adequate changing infrastructure for non-ambulatory adults, forcing families and caregivers into undignified or unsafe situations. This bill aims to modernize Puerto Rico's accessibility standards to match evolving demographic and disability inclusion needs.

Potential points of contention

  • Implementation costs: Requiring retrofitting existing facilities or building codes compliance for new construction could increase expenses for businesses, institutions, and government facilities
  • Scope ambiguity: The bill references "lugares" (places) without clearly specifying which facility types are mandated (hospitals, government buildings, retail, transportation hubs, etc.)
  • Universal vs. adult-specific tables: Technical and cost differences between universal changing tables and adult-specific models may create confusion about which standard applies where, and whether facilities can choose between options
