Legislative bill overview

Bill PC 1004 amends Puerto Rico's Electric Power Authority Law (Law 83 of 1941) to add protections for consumers by requiring the electric utility company to establish a formal complaint processing system that prevents the closure of complaints without effective resolution. The bill mandates proper notification procedures to consumers regarding their complaints.

Why is this important

Puerto Rico's electric utility has faced longstanding criticism for poor customer service, including unresponsive complaint handling and service interruptions. This legislation attempts to create accountability mechanisms and ensure consumers have a documented path to resolve disputes, which directly affects millions of residents dependent on electricity access.

Potential points of contention

  • Implementation costs: Establishing and maintaining a comprehensive complaint system requires infrastructure investment that may be passed to consumers through rates
  • Enforcement mechanisms: The bill does not clearly specify penalties or enforcement authority if the utility fails to comply, potentially limiting effectiveness
  • Definition ambiguity: Terms like "effective resolution" and "unjustified closure" lack precise definitions, which could lead to disputes over compliance and interpretation
