Legislative bill overview

RS 416 amends Senate Resolution 70 to direct Puerto Rico's Government and Agriculture Committees to investigate the feasibility of creating a usufruct program that would assign unused government-owned land to legitimate farmers. The goal is to revitalize the island's agricultural sector by providing access to idle public property through a long-term use agreement model rather than full ownership transfer.

Why is this important

Agriculture has declined significantly in Puerto Rico over decades, with the island importing most of its food. This proposal addresses land access—a major barrier for new and existing farmers—while potentially utilizing government property that generates no economic return. Successfully implementing such a program could increase local food production, create rural employment, and reduce import dependency.

Potential points of contention

  • Land identification and prioritization: Determining which government properties are truly suitable for agriculture and establishing fair criteria for farmer selection could be contentious
  • Usufruct terms and enforcement: Questions about contract duration, farmer responsibilities, land maintenance standards, and what happens if farmers abandon or misuse the land need clear definition
  • Resource allocation: Whether dedicated government committees can conduct thorough investigation while managing other duties, and funding for program implementation and administration
