Para enmendar la Sección 3 de la R. del S. 309, aprobada el 27 de octubre de 2025, que ordena a la Comisión de Asuntos Municipales del Senado de Puerto Rico, realizar una investigación amplia, continua y exhaustiva sobre los principales retos, desafíos emergentes y situaciones apremiantes que afectan a los gobiernos municipales en la Isla; examinar el marco legal aplicable, incluyendo la Ley 107-2020, según enmendada, conocida como “Código Municipal de Puerto Rico”, y cualquier legislación relacionada, con el propósito de evaluar su efectividad, pertinencia o necesidad de enmiendas; investigar el estado y sostenibilidad del financiamiento de los municipios, la prestación de servicios esenciales, el desarrollo de obras públicas, y otros asuntos fiscales y administrativos; analizar la interrelación entre el Gobierno Estatal, sus agencias y los gobiernos municipales; identificar mecanismos que fortalezcan la autonomía municipal, promuevan la eficiencia administrativa y mejoren la calidad de vida de los ciudadanos; y para otros fines relacionados.
