Para enmendar la Sección 3 de la R. del S. 105, aprobada el 14 de octubre de 2025, que ordenó a la Comisión de Desarrollo Económico, Pequeños Negocios, Banca, Comercio, Seguros y Cooperativismo del Senado de Puerto Rico, realizar un estudio general sobre los procesos de elaboración, adopción, aprobación y/o actualización de los planes de ordenamiento territorial, por parte de los municipios en la Isla, con el propósito de identificar alternativas viables dirigidas a que los setenta y ocho (78) municipios tengan dichos planes y puedan asumir ciertas competencias de la Junta de Planificación y de la Oficina de Gerencia de Permisos; y para otros fines relacionados.
