Bill Summary · PC 562

Legislative bill overview

Bill PC 562 seeks to exempt the Puerto Rico Institute of Statistics (Instituto de Estadísticas de Puerto Rico) from the governance provisions of Law 122-2017 (the New Government of Puerto Rico Law) and to explicitly codify this exemption in both that law and Law 209-2003. The bill aims to preserve the Institute's administrative and fiscal autonomy as an independent entity separate from the Executive Branch.

Why is this important

The Puerto Rico Institute of Statistics functions as a critical data-gathering and research body whose credibility depends on independence from political influence. Exempting it from the broader government restructuring law protects the institution's ability to produce objective statistical information without Executive Branch control, which is essential for evidence-based policymaking and public trust in official data.

Potential points of contention

  • Institutional proliferation: Creating statutory exemptions for individual agencies could fragment government structure and complicate oversight, setting precedent for other entities to seek similar exemptions
  • Accountability concerns: Greater autonomy may reduce Executive Branch oversight and budgetary control, raising questions about fiscal transparency and responsiveness to elected leadership
  • Competing governance models: The 2017 law aimed to streamline and modernize Puerto Rico's government structure; selective exemptions could undermine those consolidation objectives
