Para enmendar el Artículo 2.001 de la Ley 107-2020, según enmendada, conocida como “Código Municipal de Puerto Rico”, a los fines de clarificar, definir, impartir certeza y ampliar las facultades y deberes conferidos a los comités de transición entrantes, cuando dichos procesos de transición se produzcan porque un Alcalde Incumbente no es reelecto o por la muerte, renuncia, destitución o incapacidad total y permanente del Alcalde; disponer que todos los alcaldes, sus representantes, funcionarios designados, así como cualesquiera otros funcionarios o empleados municipales, tienen la obligación y el deber ministerial de participar en el proceso de transición de su municipio, incluyendo, pero sin limitarse a, comparecer a testificar, contestar preguntas relacionadas al estado general de las finanzas y de la administración municipal, y a producir los libros, papeles, récords o documentos u objetos, según se les requiera para estos fines; establecer que todo Alcalde Interino tendrá la obligación y el deber ministerial de rendir un informe escrito sobre el estado general de las finanzas y de la administración municipal, a radicarse en o antes de los diez (10) días naturales siguientes al cese en funciones del Alcalde Saliente, en la Secretaría Municipal y en la Secretaría de la Legislatura Municipal, el cual será de carácter público; y para otros fines relacionados.
