Para enmendar el Artículo 17.02 de la Ley 22-2000, según enmendada, conocida como “Ley de Vehículos y Tránsito de Puerto Rico”, con el propósito de establecer que, competerá al Secretario del Departamento de Transportación y Obras Públicas, la exclusiva regulación y otorgación de las licencias o permisos para operar escuelas de conductores Categoría 3; enmendar el inciso (bb) del Artículo 2 de la Ley Núm. 109 de 28 de junio de 1962, según enmendada, conocida como “Ley de Servicio Público de Puerto Rico”, a los fines de excluir de la definición de “Empresa de vehículos de alquiler”, a toda escuela de enseñar a conducir o instructor de licencias Categoría 3; ordenar al Secretario del Departamento de Transportación y Obras Públicas a adoptar las normas o reglamentos necesarios para implantar las disposiciones de esta Ley; ordenar al Comisionado del Negociado de Transporte y otros Servicios Públicos a enmendar el Reglamento Núm. 9358 de 7 de febrero de 2022, conocido como “Código de Reglamentos del Negociado de Transporte y otros Servicios Públicos”, con el propósito de atemperarlo con lo aquí dispuesto; y para otros fines relacionados.
