Bill Summary · PC 791

Overview: Bill PC 791 aims to amend Article 14.0 of Law No. 239-2004, known as the "General Law of Cooperative Societies of 2004". The bill proposes that if more than a year has passed since a member of the board or supervisory committee assumed office without completing the required cooperative training courses, the Cooperative's Board of Directors will require the director or committee member to comply with this requirement within six months of being notified.

Purpose and Intent: The main goal of this bill is to ensure that all members of cooperative boards and supervisory committees fulfill their training obligations in a timely manner. This is intended to strengthen the governance and oversight of cooperative organizations in Puerto Rico.

Key Provisions:
- Requires cooperative board members and supervisory committee members to complete mandatory training courses within one year of assuming their positions.
- Establishes a six-month deadline for members who have not completed the training to do so, once notified by the Board of Directors.
- Provides a mechanism to enforce the training requirement and ensure cooperative leadership is properly informed and equipped.

Affected Parties and Impacts: This bill directly affects the governance and operations of cooperative societies in Puerto Rico. By ensuring board and committee members are properly trained, it aims to improve the overall management and decision-making within these organizations, which can have positive impacts on their members and the communities they serve.

Procedural and Timeline Considerations: The bill has been referred to the relevant legislative committee(s) for further consideration and review. The next steps would involve committee deliberations, potential amendments, and a vote to determine if the bill will advance in the legislative process.
