Para enmendar el Artículo 1 de la Ley Núm. 118 de 22 de julio de 1974, según enmendada, conocida como “Ley de la Junta de Libertad Bajo Palabra”, para atemperar el sueldo de los miembros de la Junta de Libertad Bajo Palabra al de otras entidades gubernamentales con funciones cuasijudiciales; y para enmendar el Artículo 2 de la Ley Núm. 13 de 24 de junio de 1989, según enmendada, conocida como “Ley para Fijar el Sueldo del Gobernador y de Otros Funcionarios de Gobierno”, para ampliar la lista de Funcionarios a los que el Gobernador tiene la facultad de asignarle un diferencial de hasta una tercera (1/3) parte de su sueldo; y para otros fines relacionados.
