Para crear la “Ley para la Protección y Conservación de los Terrenos de Alto Valor Agrícola de la Autoridad de Tierras de Puerto Rico”; disponer la limitación a la Autoridad de Tierras de Puerto Rico de realizar ventas, enajenaciones, cesiones, arrendamientos o cualquier acto de disposición sobre terrenos de alto valor agrícola cuando el fin sea incompatible con su uso óptimo; establecer la definición y responsabilidad de designación de los terrenos de alto valor agrícola; imponer restricciones respecto a la aprobación de consultas de ubicación, permisos de construcción, uso o desarrollo por parte de la Junta de Planificación, la Oficina de Gerencia de Permisos y los municipios autónomos; disponer sobre reglamentación; y para otros fines relacionados.
