Para crear la “Ley para la Integración e Implementación de la Tecnología Blockchain en la Administración Pública de Puerto Rico”, a fin de establecer proyectos piloto para la implementación de la tecnología blockchain en varias instrumentalidades del Gobierno de Puerto Rico, con el objetivo de mejorar la transparencia, eficiencia y seguridad en la gestión de la información y los servicios públicos; disponer las instrumentalidades iniciales para el comienzo de los proyectos piloto; establecer el Comité Asesor de la Asamblea Legislativa con la encomienda estudiar, analizar y presentar un plan específico para implementar los primeros proyectos piloto utilizando la tecnología blockchain; disponer la composición, poderes y funciones del comité; y para otros fines relacionados con la implementación de esta ley.
