Para crear Administración para el Aprovechamiento y Reducción de los Residuos Sólidos, establecer su organización, deberes y funciones; enmendar el Artículo 5 de la Ley Núm. 23 de 20 de junio de 1972, según enmendada, conocida como la “Ley Orgánica del Departamento de Recursos Naturales y Ambientales”; enmendar los artículos 2, 3, 4, 5, 6, 7, 8, 9, 10, 13, 14, 15, 16, 17, 18, 18-A, 19, 20, 21 y 22-A de la Ley Núm. 70-1992, según enmendada, “Ley para la Reducción y el Reciclaje de Desperdicios Sólidos en Puerto Rico”; enmendar los artículos 4, 6, 7, 9, 21 y 24 de la Ley Núm. 416-2004, según enmendada, mejor conocida como la "Ley sobre Política Pública Ambiental”; enmendar la Ley Núm. 171 de 2 de agosto de 2018, conocida como la Ley para Implementar el “Plan de Reorganización del Departamento de Recursos Naturales y Ambientales de 2018” a los efectos de enmendar las secciones 1 y 5, enmendar y renumerar las secciones 86, 89, 90, 91, 92 enmendar y reenumerar las secciones 87, 88, 93. 94, 95, 96, derogar la Sección 85 de dicha Ley a los fines de que sean compatibles con los propósitos de esta Ley.
