Para añadir un nuevo inciso (11) al Artículo 9 de la Ley 430-2000, según enmendada, conocida como “Ley de Navegación y Seguridad Acuática de Puerto Rico”, a los fines de facultar al Secretario del Departamento de Recursos Naturales y Ambientales a extender, de manera temporera, la vigencia del marbete o autorización de navegación de embarcaciones documentadas por el gobierno federal, en aquellos casos en que las agencias federales competentes no puedan emitir o renovar los certificados requeridos por razones ajenas al control del propietario; y para otros fines relacionados.
