Legislative bill overview

Bill PS 976 adds a new chapter to Puerto Rico's Insurance Code to create a regulatory framework specifically for pet insurance policies. The bill establishes minimum consumer disclosures, defines applicable terms, sets basic policy requirements, regulates marketing practices, and grants the Insurance Commissioner authority to implement and enforce these regulations.

Why is this important

Pet insurance is a growing market segment with minimal regulatory oversight in Puerto Rico, leaving consumers potentially vulnerable to unclear terms, inadequate coverage information, or predatory practices. This legislation aims to standardize the pet insurance market, protect consumers through transparent information requirements, and establish clear regulatory guidelines that currently don't exist in Puerto Rico's insurance framework.

Potential points of contention

  • Regulatory scope clarity: Questions about which specific disclosures and policy terms will be mandated, potentially affecting insurers' product flexibility and pricing strategies
  • Market impact on small insurers: Compliance costs and administrative burden for smaller insurance providers, which could reduce competition or increase premiums for consumers
  • Definition of covered pets and conditions: Disputes may arise over which animals qualify as "pets," whether exotic animals are included, and which pre-existing conditions or treatments are excluded from coverage
