Legislative bill overview

Bill PS 812 amends Puerto Rico's 2024 law on sexual harassment prevention in sports by strengthening enforcement mechanisms. It creates a Compliance Registry for sports entities, establishes a uniform prevention and response protocol, and implements a confidential reporting mechanism for harassment incidents.

Why is this important

Sexual harassment in sports remains a significant issue affecting athletes' safety and participation. These amendments aim to create accountability through documented compliance tracking and standardized procedures, while protecting complainants through confidential reporting channels—essential for encouraging victims to come forward.

Potential points of contention

  • Enforcement capacity: Whether Puerto Rico's sports regulatory agencies have sufficient resources and expertise to manage the new registry and investigative protocols effectively
  • Confidentiality vs. transparency: Balancing victim privacy protections with the public's right to know which entities have compliance violations or repeated incidents
  • Compliance burden: Small sports organizations may face disproportionate administrative costs implementing uniform protocols, potentially creating barriers to entry for grassroots programs
