  • Numerical offset: Upon granting an immigrant visa or permanent residence to either individual, the Secretary of State must instruct the appropriate officer to reduce, by 2 (in the current or next fiscal year), the total number of immigrant visas available to natives of the individuals’ country of birth under INA section 203(a) or, if applicable, under section 202(e). (This offsets the visas granted to these individuals against statutory country visa limits.)
  • No derivative benefits for family: The natural parents, brothers, and sisters of the two named individuals shall not receive any immigration right, privilege, or status by virtue of their relationship to them.
