    • Analyze adversarial uses of AGI and develop defensive/counter-AGI options.
  • Reporting:
    • Deputy Secretary must deliver a Steering Committee report to congressional defense committees by January 31, 2027.
    • Report must be submitted in unclassified form, with an optional classified annex; the unclassified portion must be publicly available.
  • Sunset: All authorities and requirements in the section terminate on December 31, 2027.
  • Definitions: AGI is defined as AI systems with potential to match or exceed human intelligence across most cognitive tasks; “innovation ecosystem” is defined in regional/private–public terms.
