SB 811 extends the life of an existing Maryland task force charged with developing a plan to create a Division of Returning Citizens within the Department of Public Safety and Correctional Services (DPSCS) and to expand reentry services for people leaving incarceration. Per the 2024 establishing acts (Chapters 936 and 937), the Task Force on the Creation of a Division of Returning Citizens and Expanded Reentry Services must:
- Identify and assess existing reentry services in the State and gaps in service.
- Assess markers of successful reentry.
- Ensure recommendations consider returning citizens regardless of gender.
- Develop a plan to establish a Division of Returning Citizens within DPSCS (specified purposes).
- Develop a plan to expand specified post‑release services.
The task force is staffed by DPSCS; members do not receive compensation but may be reimbursed for expenses as provided by law.
This bill does not change the substantive scope of the task force’s duties; it only extends the time for completion and statutory existence to allow additional study and a later report to the General Assembly.
