Task Force composition and appointments

    • 3 condominium unit owners appointed by the Governor
    • 1 common interest community unit owner appointed by the Speaker
    • 1 condominium/association manager appointed by the House Minority Leader
    • 1 licensed community association manager appointed by the Senate President
    • 1 attorney experienced in condo/common interest law appointed by the Senate Minority Leader
    • 1 building engineer, structural expert, or reserve study professional appointed by the Speaker
    • 1 financial expert with auditing/accounting experience appointed by the House Minority Leader
    • 1 construction/capital project management expert appointed by the Senate President
    • 1 consumer protection or housing advocate appointed by the Senate Minority Leader
    • 1 representative from the Illinois Department of Financial and Professional Regulation or designee
    • 1 representative from the Illinois Condominium & Common Interest Community Ombudsperson or designee

Administrative support and logistics

  • The Illinois Department of Financial and Professional Regulation (IDFPR) will provide administrative support in consultation with the Ombudsperson, using existing agency resources.
  • The Task Force is not responsible for independent dispute adjudication.

Procedures, timeline, and reporting

  • Initial appointments: to be made within 6 months after adoption of the resolution; vacancies filled in the same manner as original appointments.
  • Meetings: the Task Force must hold its first meeting within 60 days after all appointments are made and must meet at least monthly until work is completed; additional meetings may be held as needed.
  • Activities: may consult outside subject matter experts (reserve studies, engineering, accounting, construction, consumer protection, governance) and may issue interim reports.
  • Final report: a written report detailing findings and recommendations must be submitted to the Governor and the General Assembly no later than January 7, 2027. Following filing, the Task Force is dissolved.
