Purpose and intent

1) Section 1 – Municipalities and regional districts
- Allows a city or town to simultaneously participate in a vocational regional school district and another type of regional school district.
- Enables a city or town that belongs to a regional vocational school district to offer a vocational-technical program at its municipal high school.
- Access to such in-city programs requires:
- Approval under Section 2 of Chapter 74
- Programs must meet regional labor market needs as determined by Regional Workforce Boards
2) Section 2 – Chapter 74 program approvals
- Amends Chapter 74, Section 2, to permit approval of proposed Chapter 74 programs even if there is duplication within a region, provided:
- Demonstrated regional labor market need exists, and
- There is insufficient capacity in existing programs to meet that need
3) Section 3 – Commissioner’s duties and program support
- Directs the Commissioner to focus department resources on:
- Providing technical support to municipal and comprehensive high schools seeking to offer Chapter 74 programs that meet regional labor market demands and do not duplicate existing regional programs (unless enrollment capacity is lacking)
- Requires the Commissioner to support continuation of demonstration programs that offer vocational-technical opportunities for students who cannot secure a seat in an approved Chapter 74 program due to enrollment limits
