In response to mid-decade congressional redistricting enacted by Texas and other states, this legislative constitutional amendment temporarily requires the use of new legislative-drawn maps for California’s congressional elections through the 2030 election cycle and retains the independent Citizens Redistricting Commission’s authority to resume drawing maps in 2031. The measure directs that the single-member districts established by Assembly Bill 604 of the 2025–26 Regular Session be used for congressional elections beginning in 2026 and continuing through the elections of 2028 and 2030, after which the Citizens Redistricting Commission will enact new maps following the decennial census. The amendment also establishes a state policy urging the federal government to adopt fair, independent, and nonpartisan redistricting commissions nationwide. According to the Legislative Analyst’s Office, counties will incur one-time costs of up to a few million dollars statewide to update election materials to reflect the new congressional district maps.
