Physicians; informed consent; disclosure of certain information prior to hysterectomy or oophorectomy. Requires physicians to obtain informed consent from a patient prior to performing a hysterectomy or oophorectomy. Prior to obtaining informed consent, physicians must inform the patient of the patient's freedom to withhold or withdraw consent, refer the patient to the Hysterectomy Educational Resources and Services (HERS) Foundation, and provide the patient with anatomical diagrams relevant to the procedure. The bill allows physicians to forgo obtaining informed consent when a hysterectomy or oophorectomy is performed in a life-threatening emergency situation. Consumer Data Protection Act; social media; parental consent. Requires social media platforms, defined in the bill, that are subject to the provisions of the Children's Online Privacy Protection Act to obtain verifiable parental consent prior to permitting any minor to create an account with such social media platform and, with such account, use the social media platform. The bill requires such social media platforms to give the parent or guardian the option to consent to the collection and use of the minor's personal data without consenting to the disclosure of such minor's personal data to third parties.

Virginia Institute of Marine Science; review the cumulative surface water intake effects on aquatic fauna in the Chesapeake Bay; report. Directs the Virginia Institute of Marine Science (VIMS) to review the feasibility of studying cumulative impacts of surface water intakes on aquatic fauna and water quality in Virginia's rivers and the Chesapeake Bay. VIMS is required to report whether the study may be conducted and, if so, report the total amount of funding necessary to conduct the study to the Governor by October 1, 2024.
