Beginning 1/1/2025, allows residential uses in areas zoned for commercial use to be considered permitted under certain circumstances. Requires, no later than 1/1/2025, each county to adopt or amend its ordinances to allow for adaptive reuse of existing commercial buildings in the county's building codes. (CD1)

Expands the counties' authorization to exercise the same powers as the Hawaii housing finance and development corporation for purposes of developing, constructing, financing, refinancing, or providing mixed-income projects and mixed-use developments. Authorizes units in low- and moderate-income housing projects to be made available to households with higher incomes if there is an insufficient number of persons or families who meet income qualifying requirements. Applies to bond proceeds expended by a county after 12/31/23. Effective 7/1/3000. (HD1)

Amends the definition of "historic property" used in historic preservation laws to only include property listed on the Hawaii or National Register of Historic Places or built before 8/21/1959. Require historic review for proposed projects on existing privately-owned single-family detached dwelling units or townhouses only if the unit or townhouse is historic property. Effective 7/1/3000. Clarifies that powers granted for emergency purposes shall not be inconsistent with the state constitution. Clarifies that emergency powers shall not be used to address issues arising out of existing economic pressures. Provides for greater clarity and specificity regarding the scope of suspensions of law. Authorizes the Governor to require the counties to obtain approval before issuing any emergency order, rule, or proclamation. Clarifies the legal framework governing the extension and termination of emergency periods. Allows the Legislature to terminate a state of emergency or local state of emergency. Clarifies that the Governor may re-declare a state of emergency that has been terminated. Specifies when certain prohibitions during an emergency or a severe warning expire. Defines "severe warning".

Requires a protest to be submitted within seven calendar days after the posting of award of the contract. Establishes that a party is not aggrieved until official action, adverse to that party, has been taken. Amends the minimum per cent value of a contract required for parties to a protest of an award to initiate proceedings from ten per cent to five per cent.
