Requires the McKinley Community School for Adults to work with Hawaii Friends of Restorative Justice to provide counseling services for incarcerated women participating in the education and reentry program for incarcerated women that is developed and administered by Hawaii Friends of Restorative Justice. Appropriates moneys as a chapter 42F, Hawaii Revised Statutes, grant for the University of Hawaii Windward Community College education and reentry program for incarcerated women that is developed and administered by Hawaii Friends of Restorative Justice. Authorizes the University of Hawaii Windward Community College to award grants to private entities. Effective 7/1/2050. (SD1)

Authorizes the Director of Commerce and Consumer Affairs to appoint an organization as the limited owner of a cemetery, under certain circumstances, for the purposes of filing complaints and engaging in certain security and perpetual care activities for the cemetery. Requires an appointed limited owner of a cemetery to submit annual progress reports to the Department of Commerce and Consumer Affairs. (CD1)

Amends the definition of "development", in section 205A-22, HRS, to clarify that "development" does not include construction or reconstruction of a single-family residence that is less than 7,500 square feet of floor area and is not part of a larger development, even if the residence is located on a shoreline parcel or a parcel that is impacted by waves, storm surges, high tide, or shoreline erosion.
