Establishes the Behavioral Health Crisis Center Pilot Program. Authorizes the Department of Health to establish or contract with behavioral health crisis centers in each county. Requires reports to the Legislature. Appropriates funds for the pilot program, including a triage center for medically monitored detoxification and the treatment of substance abuse disorders and mental illnesses. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Effective 7/1/2050. (SD2)

Requires that any new contract entered into by the Office of Elections for equipment or services relating to preparing ballots or counting votes include the capability to randomize the names of candidates appearing on the ballot if technologically possible. Requires candidate names to be randomized on ballots to the greatest extent possible. Requires the Office of Elections to inform voters and candidates, by a method suited for the voting system, that the names of candidates may not be in alphabetical order.

Part I: requires the Department of the Attorney General to assist with the preparation and filing of petitions for assisted community treatment and with the presentation of the case, unless declined by the petitioner. Part II: repeals language entitling the subject of a petition for assisted community treatment to legal representation by a public defender. Part III: provides a mechanism for the automatic screening of certain nonviolent defendants for involuntary hospitalization or assisted community treatment. Part IV: authorizes courts to require certain probation violators to undergo a mental health evaluation and treatment program as a condition of continued probation. Part V: allows a court to appoint an attorney for the subject of a petition for assisted community treatment if the interests of justice require one be appointed and makes permanent the orders to treat over objection law in sections 334-161 and 334-162, HRS. (SD2)

Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaii Educator Loan Program. Appropriates funds into and out of the Hawaii educator loan program revolving fund to provide financial assistance for students participating under the Hawaii educator loan program.
