To: (1) Define various terms for purposes of the Pharmacy Practice Act and related statutes; (2) provide for advanced pharmacy technician endorsements and the registration of clerks; (4) authorize pharmacists and advanced pharmacy technicians to dispense drugs in compliance packaging; (5) empower the Commission of Pharmacy to take disciplinary action against certain persons who accept, for return to general inventory or regular stock, any drug that has been sold or delivered to a patient; (6) provide that an individual who is enrolled in an accredited pharmacy technician education program may, in certain circumstances, act as a pharmacy technician; (7) enable the department to take certain actions concerning pharmacy technicians without authorization by the commission; (8) provide that a pharmacist may order and administer certain vaccines; and (9) make minor, technical and conforming changes to various statutes concerning regulation of prescription drugs and related professions.

To: (1) Redefine "marijuana", "manufactured cannabinoid" and "synthetic cannabinoid" for the purposes of various statutes concerning cannabis regulation; (2) require the Commissioner of Consumer Protection to designate any synthetic cannabinoid as a schedule I controlled substance; (3) provide that (A) cannabis shall not contain any synthetic cannabinoid, and (B) no cannabis establishment may sell any synthetic cannabinoid; (4) modify certain provisions that prohibit members of the Social Equity Council and certain employees of the council or the Department of Consumer Protection from holding certain interests in, or receiving certain moneys from, certain cannabis establishments or cannabis transactions; (5) specify that hemp that is lawfully produced under federal law may be transported or shipped through this state; and (6) make minor, technical and conforming changes to various statutes concerning cannabis regulation.

Eric C. Berthel is a Republican member of the Colorado State House of Representatives, representing District 18. He was first elected to the chamber in 2016.
