The purpose of this bill is to require that the agenda for public meetings of the governing bodies of county and local government entities publish notice of meetings and the agenda for the meetings at least three days prior to the meeting and to publish the agenda for the meetings on the website of the governing body.

The purpose of this bill is to require participating public employers in any retirement plan administered by the CPRB to remit retirement contributions and fees by electronic funds transfer beginning July 1, 2024.

The bill amends the fraud and abuse provisions in Medicaid program to provide for damages under the False Claims Act; sets forth prohibited acts, damages, costs and civil penalties, limitations on damages, and responsibilities of the Attorney General; provides for civil actions by private persons, rights of parties to qui tam proceedings, awards to qui tam plaintiffs, the barring of certain civil actions; provides that state is not liable for the expenses of private litigants; provides for private action for retaliatory conduct, limitation of actions, retroactive application, and state intervention in action by private person; addresses estoppel, jurisdiction and venue, nonexclusivity of act, liberality of construction, and distribution of proceeds.

HB5382 - Relating to setting a date by which convention and visitor’s bureaus shall be accredited in order to be eligible for distribution of hotel occupancy tax proceeds.

The purpose of this bill is to require convention and visitor's bureaus to receive accreditation from an accrediting body on or before June 30, 2026, in order to be eligible for distribution of net proceeds of hotel-motel tax.

HB5390 - Modifying the crime of fraud

The purpose of this bill is to proscribe a new penalty that is subject to the value limitations of W. Va. Code §61-3-13, that the sentence provided for in subsection (c) be amended to become the exact same sentence for a violation of W. Va. Code §61-3-13, and to provide for calculation of the value of the criminal act in determining the appropriate sentence.
